Cesena (Italy)

The energy savings from the building sector is a core theme for the administration in the Municipality of Cesena, which, in 2007, had already integrated disciplinary regulations in the building code that serve to promote low energy facilities through the use of sustainable building components. The regulation set more stringent requirements compared to the energy performance rules already in force, and it envisaged rewards for voluntary compliance. The 2007 regulation also supported the realisation of the Case Finali Passive House Social housing project.

Currently, the Municipality of Cesena is working its new Structural Plan in accordance with the environmental targets set in the 2009-2014 political programme to guarantee sustainable urban development and improving the citizens’ quality of life. The new municipal plan is to focus on nearly zero energy social housing, sustainable mobility, and architectural quality. The Sustainable Energy Action Plan, drafted in 2011 following the endorsement of the Covenant of Mayors, considers the energy retrofitting of existing buildings as well as construction to energy class A, as priority action. The challenge now is reaching the NZEB based on the Passive House Standard both in the residential housing and commercial/services sectors, involving all the relevant stakeholders and in line with EU targets for the energy performance of buildings.
